Measurement Units, Standards and Services Department

Measurement Units, Standards and Services Department (MUSSD) was established in 1997 to implement the Measurement Units, Standards and Services Act No 35 of 1995. The department is the ancestor to the weight and measurement division of the department of Internal Trade which was established in 1952 to implement weight and measure ordinance No 37 of 1946. MUSSD is the national measurement body responsible for Scientific, Industrial and Legal measurements in Sri Lanka.MUSSD functions to establish maintain and disseminate the national measurement standards in compliance with international standards, ensuring justice & equity for producers, traders, metrological & other service providers & consumers, through the regulatory & service activities based on measurement to uplift the quality of life of Sri Lankan community.

Construction Guarantee Fund

The CGF was established by the Treasury in 1999, incorporating a novel & unique concept to provide Bonds & Guarantees to construction contractors, without obtaining security/collateral from them, thus undertaking the total risk when providing such a service. The interests of the CGF are safeguarded via using competent evaluation techniques and innovative Project and Contractor monitoring methods, to ensure Total Project Performance.

Department of Government Factory

The Department of Government Factory, which was initially established in 1849 at Gas Works Street, Colombo, as a sub-department of the Public Works Department, was later relocated in 1928 to its present location in Kolonnawa. During its formative years, the Department has contributed to the development of infrastructure facilities such as roads, bridges, irrigation systems and buildings and the activities of the Department have been handled by foreign engineers.Until 1969, the Public Works Department carried out these operations, after which its civil engineering activities—such as the construction and maintenance of highways and buildings—were entrusted to the Department of Highways and the Department of Buildings. Meanwhile, mechanical engineering functions were entrusted to the Department of Government Factory, established as a Class “A” department on 10 January 1971.Since then, the Department of Government Factory has been operated under the advance account of the General Treasury, providing essential mechanical engineering support services required for the operation of various government institutions. Over time, the department has functioned under several ministries, and currently is under the Ministry of Housing, Construction, and Water Supply.

National Water Supply and Drainage Board

The National Water Supply Drainage Board (NWSDB) was established in January 1975 to setup a separate statuary Board by an Act of Parliament. Consumer metering and billing commenced in 1982.The NWSDB, presently functions under the Ministry of Housing, Construction and Water Supply, is the principal authority providing safe drinking water supply and facilitating the provision of safe sanitations in Sri Lanka.

Laboratory for Cultural Material Analysis

Ceylon Petroleum Storage Terminal Limited is a Company duly incorporated under the companies Act No. 17 of 1982 in terms of Section 2 (1) of the conversion of Public Corporations or Government owned business undertakings into Public Companies Act No. 23 of 1987, owns the Common User Facility (CUF) consisting of Oil Terminals, Storage Facilities, Pipelines and the Bowser Fleet, more fully described in the Government Gazette extraordinary bearing No. 1310-8 dated 13th October 2003.

The main Laboratory of CPSTL is located in Kolonnawa Installation, is the independent Laboratory for marketing companies and perform product quality assurance and issue certificates independently. Laboratory performs testing on every batch of receipts, every transfer of product and on products in every bulk delivery tank prior to release according to the specifications.

National Aquatic Resources Research and Development Agency (NARA)

The National Aquatic Resources Research and Development Agency (NARA) is the apex national institute vested with the responsibility of carrying out and coordinating research, development and management activities on the subject of aquatic resources in Sri Lanka.
